50/50 Program for Sidewalk Repair If your sidewalk is in need of repair, you may qualify for the 50/50 Program. Under this program the City will pay up to 50% of the cost to repair your sidewalk. Funds are limited and your sidewalk must meet certain criteria to participate in this program.
Abandoned/Abused Animals If you believe that a pet has been abandoned, abused, or neglected, please call Police Dispatch at 972-412-6200 or submit through the Citizen Action Center by filling out the blanks below.

Please provide the exact physical address, a brief description of the animal, as well as a description of how the animal is being mistreated.

Once the information is received the allegations will be properly investigated by Animal Control Officers.
Alley Repair The City maintains all streets and alleys located within the City limits except those owned by the state or private citizens.

Animal Control Issue Animal Control Officers are on duty from 8:00am to 5:00pm, seven days a week (excluding major holidays).

Barking Dog Complaint To issue a complaint for excessive barking dogs, please fill in the blanks below.

Animal Control Officers will speak with the animal owner and give them 48 hours to correct the problem. If the problem is not resolved, you may contact Animal Services requesting to have a formal complaint letter sent out. This letter will give the animal owner 10 days to make the necessary changes.

After the 10 day period the complainant will be responsible for coming to the Animal Shelter and signing citations for barking if the owner does not resolve the issue.
Broken/Dilapidated Fence Fence and/or gate in disrepair. Should be reasonably plumb and structurally sound. Repair materials should be compatible in size and appearance with the remainder of the fence.

When a complaint is received, a code officer will be dispatched to investigate the complaint and take appropriate action to bring the property up to city codes.
Building Inspections The mission of the Building Inspections Department is to ensure the safety and welfare of the general public by enforcing building, electrical, plumbing and mechanical code regulations within the City.

Permits ensure that all proposed construction meets zoning as well as adopted building codes. When construction has begun, it is your responsibility to schedule needed inspections as indicated by the Building Inspection Department. Permits and inspections help ensure safe construction with sound materials.

Applications must be submitted and permits issued prior to beginning work.

Clogged Sewer Line The City of Rowlett Public Works/ Utilities Department maintains all sewer lines located within the city limits.


To report a clogged or backed up line, please fill in the blanks listed below.

Once your request is received, a Utility Crew will check the sewer main line and verify that the city’s line is not causing the problem.


After the City’s main line has been checked and is flowing properly, the Utility Crew will contact the homeowner. If there is a property line clean out, the Utility Crew will check to see if the problem is between the property line clean out or the City’s main line.


If the property line clean out is holding water the City’s line, then the Utility Crew will clear the stoppage. However, iif the property line clean out is empty and there is not a property line clean out, the homeowner will be informed that they will be responsible for getting the problem cleared themselves or by calling a plumber.
Curb Repair The City does repair curbs, based on certain criteria. Cosmetic repairs are not addressed by the City.

Debris in Public Street Debris in public streets poses a safety risk to Rowlett residents, businesses, and visitors.

Drainage Issue To report a drainage issue, including a blockage in a creek or storm drain inlet, re-grading of a drainage ditch or standing water in a public street or alley, fill in the blanks below.

Graffiti The Rowlett Code of Ordinances states that it shall be the duty of the property owner to remove any and all graffiti from their property when such graffiti is visible from public property, public rights-of-way or any private property.

Damages to property and must be abated in order to avoid the detrimental impact that graffiti has on the city and its residents.

High Grass and Weeds (Over 12 inches) Grass and/or weeds 12” or higher on property. Cut grass/weeds and/or leaves on sidewalk, street or alley.

Illegal Dumping It is unlawful for any person to deposit garbage, trash, rubbish, stagnant water or dead animals upon or along any drain, gutter, alley, sidewalk, street or vacant lot or upon any public or private premises located within the corporate limits of the City of Rowlett.

Inoperable or Abandoned Vehicles on Roadway Inoperable means not capable of being used or operated due to legal or mechanical incapability.

Mosquito Problems Sewage, sewage effluent, or human excreta shall not be allowed to remain open to the atmosphere or on the surface of the ground so that it is or is likely to be:
1) A source of flies and fly breeding.
2) A source of noxious or offensive odors and conditions inimical to the public interest, dangerous or prejudicial to health or a public nuisance.
3) A source of mosquitoes and mosquito breeding.

When a complaint is received, Health Inspector will be dispatched to investigate the complaint and take appropriate action to bring the property up to city codes.
Mowing Needs (City Right-of-Ways) The City of Rowlett Streetscapes Division maintains all City-owned greenbelt areas and rights-of-way along roadways located within the Rowlett city limits.

Open Records Request In accordance with the Public Information Act the City of Rowlett makes all of its public records available to citizens.

Your request should be for documents or other information that is already in existence. Governmental bodies are not required to answer questions, perform legal research, or comply with a continuing request to supply information on a periodic body as such information is prepared in the future.

Requests should be addressed to openrecords@rowlett.com. The City of Rowlett tries to respond to information requests within 10 business days.

The City of Rowlett charges records production fees in accordance with the Texas Building and Procurement Commission Charge Schedule (111.70).

Other Trash/Refuse Issues IESI is the solid waste contractor for the City of Rowlett.

All initial requests for service should be referred to IESI at 972-475-3600.

Solid waste issues are handled by the City in cases where IESI has not been able to satisfactorily handle the issue. If you have already contacted IESI and the issue has not been resolved, or if you have a recurring issue with trash collection please fill out the spaces below and a City representative will address your concerns.
Outside Storage on Property Upon every lot, tract or parcel there shall be no permanent or temporary keeping of materials, goods or products

Overhanging Limbs/Obstructing Plants Trees, shrubs and plants shall not create an obstruction over sidewalks, streets or alleys and shall not bloc the view of any traffic sign or intersection.

Park Maintenance Issue The City of Rowlett maintains all parks properties and City-owned greenbelt areas located within Rowlett’s city limits. The Parks and Recreation Department strives to make City parks as accommodating and attractive as possible for both Rowlett residents and visitors.

Parking on Unimproved Surface All recreational vehicles and motorized vehicles shall be parked on a concrete surface.

Hauling trailers for boats and other purposes, shall be parked on a dustless surface of concrete of asphalt pad, brick or patio pavers, or gravel (cased in) with a depth of six (6) inches, along with the access to the pad being of the same material. Pool or Spa - Turbid Water The Rowlett Code of Ordinances states that every private swimming pool or spa shall have a water clarity sufficient for the main drain or a six inch diameter turbidity disk placed at the deepest part of the pool or spa be readily visible from the surface of the deck above the pool or spa.

Pothole Repair The City maintains all streets and alleys located within the City limits except those owned by the state or private citizens.

Repair for potholes that pose a serious safety hazard are relayed immediately to a City Streets Crew, which will remove the rebar on the same day the request is received.

Restaurant Health Violation In an effort to protect the health of Rowlett citizens and visitors the City conducts routine health checks of restaurants around the community.

Sidewalk Violation A sidewalk, driveway, or appurtenance thereto is found to be defective, unsafe or hazardous, Code Enforcement shall cause the owner of the abutting property to be notified to reconstruct or repair the same..

Storage of Trailers & Commercial Vehicles Not more than one commercial vehicle, which does not exceed one-ton gross vehicle weight rating capacity, per premises, shall be permitted and in no case shall a commercial vehicle used for hauling explosives, gasoline, or other liquefied petroleum products may be permitted.

Not more than one recreational vehicle shall be permitted to be parked or stored at one time unless on one acre or more; provided, however, that such recreational vehicle shall be parked or stored behind the front building line of the dwelling at all times.

Street Sign Missing The City of Rowlett Public Works Department maintains the Street Name Signs, STOP Signs, Speed Limit Signs and other Street Signs in the City.

Streetlight Outage or Malfunction Oncor Electric Delivery replaces light bulbs in virtually all streetlights located within the Rowlett city limits. The City of Rowlett is responsible for replacing light bulbs for all streetlights located on Cypress Drive.

Swimming Pool Enclosures/Gates A six foot fence or barrier with no opening larger than 4 by 4 inches in or under is allowed. Additionally, personal gates must be self closing and self latching.

Traffic Complaint/Issue The Rowlett Police Department monitors the traffic levels of all City of Rowlett roadways.
